Paradise Park Commission

February 15. 2007

 

The meeting convened at approximately 7:35 PM. 

 

  • Present were:  Elton Davis, Paula Robbins, Andrew Robbins, Doug Whitcomb, Natalie Frost, Karen Tyler, and Town Administrator Don Howard. 
  • Present for the public was Michael Quinn.

 

 

Minutes:  Regarding the minutes of Nov. 0, 2006, it was moved and seconded to amend line 9 on page 2 to read: Michael and Annette both recommended consulting with Skip Lisle. The motion was carried and the minutes were accepted as amended.

Regarding the Dec.06, 2007 minutes, it was moved and seconded to correct the spelling of “McLane and “ Lisle, and the minutes were accepted as amended

Regarding January 07, 2007, it was again moved and seconded to correct the spelling of “Lisle;” also to amend the name of the grant to “VT Recreation Trails Grant.”  The minutes were accepted as amended.

 

Treasurer’s report: In the absence of the treasurere, it was moved and seconded to dispense with the treasurer’s report, and the motion was carried.

 

Beaver Management:

 

Karen distributed copies of her email to Annette at the Land Trust and Annette’s reply;  also copies of Natalie’s notes from the meeting with Skip Lisle.

Don:  a group of students are undertaking a project to provide the town with more specific information via a detailed topographical survey of the area – presenting to Selectboard on Feb.27 – beavers may be just a symptom of a bigger problem that needs a long-term solution: what’s causing/contributing to the overall water flow problem --  working with John Lens

Waiting for Kim and Mic to survey the area to map; then we can ask the Land Trust for permission to notch those that are appropriate, and with Skip in regard to the deceivers – LT has offered us $500 toward the $3000 we would need

GRANTS:  Michael suggests applying for a Wellborn Ecology grant – some of the “in-kind” portion may already be in place.

Paula has gotten info on a local grant from Mascoma Bank; brought a list of other possibilities.

Don suggested  putting together a 1-page proposal and present it to all the banks

Karen, Paula, Natalie will meet re: proposal

Natalie: we’re on the YCC list depending on funding and scheduling – probably won’t hear on grant until April

 

 

Grassland Mowing:  Natalie reported on her correspondence with Tim Carey: thought   area was small for burning; could rake into windrows and then burn – need to have someone who’s certified to oversee – burn in spring

Don:  Tim needs to submit his opinion to the town; then needs to be passed through Land Trust – Natalie will ask Tim to submit a formal recommendation to Don

Michael:  recommended that we get specific dates that are mindful of bird nesting season

Discussion about need to attend to all aspects that would be affected

Don spoke with the farmer; he’s not interested in doing the mowing; Don will pursue other options

 

 

Review appointments and vacancies:  Don hasn’t yet connected with Mary Sweet; Paula will find out the best way to contact her and let Don know

 

 

Upper Valley Trails Membership:  nothing to indicate that we have a current membership

 

 

WWH Projects at Paradise Park (continued from above):  Andrew says Environmental Studies class (Owen Campbell) doing a tree study, tracking project

 

Quick updates and other business: volunteers for bluebird houses if weather permits: Paula and Don, Scott

 

Michael suggests that the Environmental Education class undertake the project – Andrew will propose

Paula shared a notice of a program on forest ecology

Discussion of posting of meetings

Natalie:  researched history of  question of whether Lake Runnemede was ever officially designated as part of Paradise Park – has not found anything; Don will assist in search

Michael points out that the donation of the McLane property was separate from the acquisition of Lake Runnemede

Michael doesn’t believe there was ever an official decision made that the PPC would manage the park. However, Annette has stated that she would not have approved the Land Trust being involved in the purchase if there hadn’t been

Paula has a letter that appears to designate the PPC, but unclear who authorized it (August ’99) – Natalie identified it as a response to some questions to Annette

Michael:  snow on lean-to roof?  Andrew will ask Donna, who has done it in the past

 

 

Annual Town Meeting:  Karen volunteered to set up the display Monday night and again on Tuesday morning, and then take it down – contact Harry LaDue re: table
